- A lift file is kept in the Development Directorates of the Prefectural Local Authorities, which consists of the register and the supporting documents provided for in each case of the installed lifts.
- After the installation of the elevator is completed, the owner or manager or their legal representative submits to the competent Development Directorate of the relevant Prefectural Administration an application for registration in the elevator register in accordance with Annex I of the Act No. Φ.9.2/29362/1957/(ΦΕΚ 1797/Β/2005), which is registered and a certified copy of it is delivered on the same day by the Service to the owner or manager or their legal representative. The copy of the certified application serves as a temporary certificate of registration of the elevator and is used for the transactions of the owner or manager or their legal representative with the Network or Electricity System Operator and other authorities. The temporary registration of the elevator, which is made by filing the registration application, is canceled if omissions are found in the attached supporting documents. The following supporting documents, as applicable, are submitted together with the registration application, which is signed by the owner or manager or their legal representative: I. NEW ELEVATORS
- Copy of building permit certified by a competent public authority.
- Mechanical drawing showing the section and plan of the shaft, the plan of the engine room, the method of suspension and the plan of the pulley room if any. If it is a hydraulic lift, the method of connection to the pump should also be shown.
- Electrical schematic diagram according to CENELEC (cable connection of power and safety circuits of the motor, instruments of the panel, the chamber, the shaft and the engine room.
- Solemn declarations of Law 1599/1986, certified as authentic, stating:
(a) The assignment of the installation of the elevator to an installer by the owner or manager or their legal representative.
(b) The installation of the elevator by the installer.
(c) The assignment of the maintenance of the elevator to a licensed maintainer by the owner or manager or their legal representative (in duplicate)
(d) The maintenance of the elevator is undertaken by the maintenance worker. - Elevator monitoring booklet (maintenance booklet) for verification of elevator identification data.
- Depending on the elevator certification process, the following documents will be submitted, based on the annexes to the joint ministerial decision no. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997):
a)Verification per unit. i. Declaration of conformity of the installer in accordance with Annex II – B of the joint ministerial decision No. Φ9.2/Οικ.32803/1308 (ΦΕΚ 815/B/1997). (certified by the recognized inspection body)
ii. Certificate of conformity of the recognized body in accordance with Annex X of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). b) Final inspection. i. Declaration of conformity of the installer in accordance with Annex II – B of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). (verified by the recognized inspection body). ii. EC type examination certificate in accordance with Annex V of the joint ministerial decision No. Φ9.2/οικ.32803/1308 or Declaration of Conformity of the Manufacturer and Certificate of the manufacturer’s quality assurance system in accordance with Annex XIII of the joint ministerial decision No. Φ9.2/οικ.32803/1308, (ΦΕΚ.815/B/1997) of the joint ministerial decision supplemented by a design examination, if it is not fully in accordance with the harmonized standards. iii. Final inspection certificate in accordance with Annex VI of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). c) Product Quality Assurance “Lifts”. i. Declaration of conformity of the installer in accordance with Annex II – B of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). (Confirmed by the recognized inspection body). ii. EC type-examination certificate in accordance with Annex V of Joint Ministerial Decision No. Φ9.2/οικ.32803/1308 or Manufacturer’s Declaration of Conformity and Certificate of the manufacturer’s quality assurance system in accordance with Annex XIII of Joint Ministerial Decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997), supplemented by a design examination, if this is not fully in accordance with the harmonized standards. iii. Quality assurance system certificate in accordance with Annex XII of Joint Ministerial Decision No. Φ9.2/οικ.32803/ 1308 (ΦΕΚ 815/B/1997). d) Production quality assurance. i. Declaration of conformity of the installer in accordance with Annex II – B of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (OG GOVERNMENT GAZETTE (ISSUE SECOND) 37081 815/B/1997). (verified by the recognized inspection body). ii. EC type examination certificate in accordance with Annex V of the Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997) of the joint ministerial decision or the Manufacturer’s Declaration of Conformity and the Certificate of the manufacturer’s quality assurance system in accordance with Annex XIII of the joint ministerial decision No.Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997), supplemented by a design examination, if this is not fully in accordance with the harmonized standards. iii. Certificate of quality assurance system in accordance with Annex XIV of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). e) Full quality assurance: i. Declaration of conformity of the installer in accordance with Annex II – B of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997) of the joint ministerial decision. ii. Certificate of quality assurance system in accordance with Annex XIII of the joint ministerial decision No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/B/1997). (certified by the recognized inspection body). The documents of cases a), b), c), d), e), if they come from bodies accredited by the E.S.Y.D. or duly notified through a certificate by the competent Directorate of Quality Policy of the Ministry of Development, include the data listed in the models of Annex II of this decision. Those of them that have been issued in their old form and are in force are accepted by the Development Directorates of the Prefectural Governments until their expiration. - A copy of the elevator operating license, which if the interested party does not have, can be obtained upon request from the competent service of the relevant Prefectural Government.
- Solemn declarations of Law 1599/1986, certified as authentic, stating:
(a) The assignment of the maintenance of the elevator to a licensed maintainer by the owner or manager or their legal representative. (in duplicate).
(b) The maintenance of the elevator by the maintainer (in duplicate). - Elevator monitoring booklet for verification of elevator identity data. Periodic inspection certificate from a recognized inspection body.
III. LIFTS WITH PRE-APPROVAL FOR INSTALLATION - Copy of the building permit included in the pre-approval.
- Copy of the elevator installation pre-approval.
- Mechanical drawing showing the section and plan of the shaft, the plan of the engine room, the method of suspension and the plan of the pulley room if any. If it is a hydraulic lift, the method of connection to the pump should also be shown.
- Electrical schematic diagram according to CENELEC (cable connection of power and safety circuits of the motor, instruments of the panel, the chamber, the shaft and the engine room.
- Solemn declarations of Law 1599/1986, certified as authentic, stating:
(a) The assignment of the maintenance of the elevator to a licensed maintainer by the owner or manager or their legal representative. (in duplicate).
(b) The maintenance of the elevator by the maintainer (in duplicate). - Elevator monitoring booklet for verification of elevator identification data.
- (Periodic) inspection certificate from a recognized inspection body.
IV. ΑΝΕΛΚΥΣΤΗΡΕΣ ΕΓΚΑΤΕΣΤΗΜΕΝΟΙ ΧΩΡΙΣ ΣΤΟΙΧΕΙΑ
LEGALITY - Elevators that have been installed and are operating before the entry into force of the joint ministerial decision No. Φ.9.2./29362/1957 (Government Gazette 1797/Β/2005) and do not fall under categories I or II or III of this article, for which there is no evidence of legal operation, are registered upon request of the owner or manager or their legal representative with the competent Development Service of the Prefectural Government.
- For the registration of these elevators, the following supporting documents are submitted:
i. Copy of building permit.
ii. Mechanical drawing showing the section and plan of the shaft, the plan of the engine room, the method of suspension and the plan of the pulley room if any. If it is a hydraulic lift, the method of connection to the pump should also be shown.
iii. Electrical schematic diagram according to CENELEC (cable connection of power and safety circuits of the engine, instruments of the panel, the chamber, the shaft and the engine room.
iv. Solemn declarations of Law 1599/1986, certified as authentic, stating:
(a) The assignment of the maintenance of the elevator to a licensed maintainer by the owner or manager or their legal representative (in duplicate).
v. Βιβλιάριο παρακολούθησης ανελκυστήρα (βιβλιάριο συντήρησης) για θεώρηση των στοιχείων της ταυτότητας του ανελκυστήρα.
vi. (Periodic) inspection certificate from a recognized inspection body. - a) Upon submission of the above supporting documents, the Development Directorate of the relevant Prefectural Government shall register the elevator in the register and issue, within thirty (30) days, a certificate – registration decision, in accordance with Annex I, to the owner or manager or their legal representative.
b) The registered registration application is considered a temporary elevator registration certificate and is used for the transactions of the owner or manager or their legal representative with the Network or Electricity Supply System Operator and the other authorities. - In the event that, during the registration of the elevator by the competent Development service of the relevant Prefectural Government, violations or deviations from the provisions of article 1 are found, the elevator will be registered in the register, unless these violations concern exclusively issues related to the safe operation of the elevator, which are the responsibility of the control bodies according to No. Φ9.2/οικ.32803/1308 (ΦΕΚ 815/Β/1997), in which case the relevant sanctions of a joint ministerial decision will be imposed.
- For cases II to IV, the (periodic) inspection certificate is issued and submitted to the Development Service of the relevant Prefectural Government in accordance with the deadlines set out in the provisions of article 15 of this decision.
